Local Law 152 Gas Piping Inspection

Check My LL152 Deadline

What Local Law 152 Requires

Local Law 152 of 2016 requires the gas piping systems in most NYC buildings to be inspected at least once every four years. It applies to all buildings except one- and two-family homes and other buildings classified in occupancy group R-3, and the year a building is due depends on its community district.

The inspection must be done by a Licensed Master Plumber (LMP), or by a qualified journeyman plumber working under an LMP's direct and continuing supervision. It covers exposed gas piping in common spaces, including hallways, rooftops and non-residential tenant spaces. The owner then has to file a certification with DOB on time and certify that any conditions found were corrected.

BC360 tracks the Local Law 152 inspection cycle for each building, coordinates the plumber, and keeps the filings on schedule.

Local Law 152 Deadlines by Community District

Inspection years follow the four-year schedule in 1 RCNY §103-10, and each deadline is December 31 of the due year:

  • Community Districts 1, 3 and 10: 2024, then 2028
  • Community Districts 2, 5, 7, 13 and 18: 2025, then 2029
  • Community Districts 4, 6, 8, 9 and 16: 2026, then 2030
  • Community Districts 11, 12, 14, 15 and 17: 2027, then 2031

Filing rules that apply in every cycle:

  • The plumber must notify DOB at least two days before the inspection
  • The LMP gives the owner an inspection report and certification within 30 days of the inspection
  • The owner files the certification with DOB within 60 days of the inspection; a certification filed later does not count and a new inspection is required
  • Conditions found must be certified as corrected within 120 days of the inspection, or 180 days if the certification said more time was needed
  • Since July 27, 2026, all LL152 certifications, extension requests and inspection notices are filed in DOB NOW: Safety, and the paper GPS1 and GPS2 forms are no longer accepted
  • A 180-day extension can be requested by the deadline, with a $35 filing fee
  • Missing the deadline carries a civil penalty of $1,500 for a 3-family building and $5,000 for all other buildings
  • New buildings with a certificate of occupancy issued on or after December 6, 2016 have their first inspection in the tenth year after the certificate was issued

How We Manage Your Local Law 152 Inspection

01

Confirm the cycle

We confirm that LL152 applies, find the building's community district and due year, and check for open Notices of Deficiency.

02

Coordinate the inspection

A Licensed Master Plumber inspects the exposed gas piping, after notifying DOB at least two days ahead.

03

File the certification

We track the inspection report and the certification filed in DOB NOW: Safety within 60 days of the inspection.

04

Close out corrections

If conditions are found, we coordinate the repairs and permits and track the correction certification.

What Is Included?

Our Local Law 152 inspection management may include:

  • Confirmation that Local Law 152 applies to the building
  • Community district and sub-cycle lookup with the due date
  • A check of DOB NOW for past certifications, Notices of Deficiency and violations
  • Coordination of a Licensed Master Plumber for the inspection
  • Tracking of the two-day DOB inspection notice
  • Tracking of the inspection report and the 60-day certification
  • Coordination of corrective work and any required permits
  • Tracking of the 120-day or 180-day correction certification
  • Extension requests when an inspection cannot be done by the deadline
  • No-gas-piping or no-gas-service filings where they apply
  • Organization of reports and certifications, which owners must keep for 10 years
  • Portfolio-wide Local Law 152 scheduling

Why Is This Service Important?

A missed Local Law 152 deadline means a civil penalty of up to $5,000 per building, and a certification filed more than 60 days after the inspection does not count, so the inspection has to be done again.

If the plumber finds an unsafe or hazardous condition, the plumber must immediately notify the owner, the gas utility and DOB, and the owner must act right away to correct it. Planning the local law 152 inspection early in the due year leaves time to correct what is found before the 120-day and 180-day deadlines run.

Our Service Is Designed For:

  • Multifamily building owners
  • Condominium and cooperative boards
  • Property managers and managing agents
  • Commercial and mixed-use building owners
  • Owners of three-family buildings
  • Real estate portfolios
  • New owners checking past cycles
  • Owners who received a Notice of Deficiency for Cycle 1

Why Choose BC360?

BC360 tracks Local Law 152 next to the building's other periodic inspections, such as boilers, elevators and façades, so each due date sits on one compliance calendar.

BC360 is not a plumbing contractor. The inspection, the certifications and any gas work are handled by Licensed Master Plumbers. BC360 coordinates them, tracks the deadlines and keeps the paperwork together.
